João Caraça obtained the D. Phil. in Nuclear Physics at the University of Oxford (1973) and the Agregação in Physics at the Lisbon Faculty of Sciences (1974).

He is Director of the Science Department of the Calouste Gulbenkian Foundation, in Lisbon. João Caraça is also Full Professor of Science and Technology Policy at the Instituto Superior de Economia e Gestão of the Universidade Técnica de Lisboa. He was coordinator of the M.Sc. Course in the Economics and Management of Science and Technology from 1990 to 2003.

He is member of the Governing Board of the European Institute of Innovation and Technology – EIT. He also integrates the Steering Group of the European Forum on Philanthropy and Research Funding and is President of the Advisory Board of the Portuguese Business Association for Innovation – COTEC.

João Caraça was Science Adviser of the President of the Portuguese Republic (1996-2006) and has published over 150 scientific papers. His main interests are science and technology policy and prospective studies. He authored Do Saber ao Fazer: porquê organizar a ciência (1993), Ciência (1997), Science et Communication (1999), Entre a Ciência e a Consciência (2002) and À Procura do Portugal Moderno (2003). He also co-authored Limits to Competition (1995), co-edited O Futuro Tecnológico (1999) and collaborated in Le Printemps du Politique (2007).
